Statement of the Fifth Algeria-Ethiopia Joint Ministerial Committee

JOINT COMMUNIQUE OF THE FIFTH ALGERIA AND ETHIOPIA JOINT MINISTERIAL COMMISSION MEETING

ADDIS ABABA, ETHIOPIA

13APRIL 2025

  1. The Fifth Session of the Ethiopia-Algeria Joint Ministerial Commission was held on 12th and 13th of April in Addis Ababa, Ethiopia. The Ministerial meeting was preceded by Senior Government officials’ and experts’meeting convened on the 12 and 13th of April 2024.
  2. the Algerian delegation was led by His Excellency Mr. Ahmed Attaf, Minister of State, Minister of Foreign Affairs, National Community Abroad and African Affairs of the People's Democratic Republic of Algeria and the meeting is co-chaired by the two Ministers of Foreign Affairs. While The Ethiopian delegation was led by H.E. Dr. Gedion Timothewos, Minister of Foreign Affairs of the Federal Democratic Republic of Ethiopia.

 

  1. The two parties commended the conduct of the fifth Joint Ministerial Commission and stressed the need to regularly hold the session as per the Agreement signed during the 4th session of the Algerian-Ethiopian Joint Ministerial Committee held on 13th April 2017 between the two countries.

 

 

  1. The two parties noted the strong historical ties that Algeria and Ethiopia share, anchored on mutual trust and confidence, strong bilateral relations, Pan-Africanism, and cooperation and coordination at regional and multilateral levels; reinforced through high-level visits, strategic engagements, and the presence of diplomatic missions in each other’s capitals.

 

  1. The two parties stressed their commitment to further deepen their historical bonds and sense of brotherhood in line with the Declaration of Strategic Partnership Agreement signed between the two countries on 30 June 2013 in Algiers.

 

 

  1. The two parties emphasized the need to translate the excellent diplomatic relations that exist between the two countries into more economically beneficial engagements and agreed to diversify the areas of cooperation to meet the aspiration of their people in different fields. In this regard, the two parties welcomed and commended the visit of a high-level Algerian delegation led by H.E. Mohamed Arkab, Minister of State, Minister of Energy, Mines, and Renewable Energies to Ethiopia on 24-25 March 2025 and acknowledged the importance of such visits in enhancing economic relations. They welcomed the declaration of intent that followed this high-level visit and decided to translate this into a legal framework to guide business ties in the sectors identified. They encouraged other sector ministries to conduct reciprocal similar visits in order to improve the current economic relations between the two countries.
  2. In this regard, the two parties welcomed the bilateral discussions held in 2024 and 2025 on various sectors to advance the strategic partisanship between the two countries.

 

  1. The Algerian side congratulated Ethiopia for successfully hosting the 46th Executive Council and the 38th AU Assembly from 12 to 16 February 2026, which saw the election of the new leadership of the African Union Commission. In this regard, the Ethiopian side congratulated Algeria for the election of the Ambassador Selma Malika Haddadi, as the new Deputy Chairperson of the African Union Commission.

 

  1. The two parties led deliberations appraising the status of implementation of previous decisions and exploring new areas of cooperation. Commending the high-level political partnership between the two countries, the Ministers stressed the need to enhance business to business relations. Moreover, areas such as defense cooperation, cooperation on Artificial Intelligence and cooperation diasporas affairs were emphasized. In this connection, the Algerian side commended Ethiopia`s planned continental conference on the “Development and Regulation of Artificial Intelligence in Africa” scheduled for 17 May 2025.

 

 

  1. The Ethiopian side also extended its congratulations to Algeria for being selected to host the upcoming Intra-African Trade Fair (IATF), scheduled to take place from 4 to 10 september 2025. Ethiopia commends Algeria’s commitment to advancing intra-African trade and regional integration through this important event, which is expected to serve as a vital platform for promoting economic cooperation and partnership across the continent.
  2. Both parties reaffirmed their mutual commitment to strengthening bilateral economic cooperation by leveraging the opportunities offered by the full implementation of the African Continental Free Trade Area (AfCFTA).
  3. The Ethiopian side congratulated Algeria on hosting the International Exhibition of Agriculture, Livestock, and Agribusiness in Africa (SIPSA), which will take place from 26 to 29 May 2025 in Algiers.

 

  1. The two parties exchanged views on current regional, continental and global issues of mutual interest. Accordingly, they emphasized the importance of enhancing partnership and coordination in countering terrorism, financing terrorism and illegal human trafficking.In this regard, both parties expressed their concerns about the ongoing conflicts and tensions in different parts of the continent.
  2. Both parties stressed their commitment for various United Nations Security Council and General Assembly resolutions to complete the decolonization process.
  3. Both countries reiterated their support and commitment for the implementation of all United Nations Security Council and General Assembly resolutions on the self-determination of the Sahrawi people and the status of Western Sahara;
  4. Both parties also underscored the need to strengthen cooperation in multilateral platforms. In this regard, at the continental level, both parties highlighted the need to reinvigorate Pan-Africanism considering the current continental challenges and enhance Africa`s visibility in global forums to ensure Africa secures its rightful place at the global stage.
  5. Both parties underlined the role of the current African non-permanent members states in United Nations Security Council (A3+) for the advancement of the African agenda and the protection of the Africa interests in this UN organ.
  6. Both sides further reaffirmed their support and commitment to the African Union's efforts in its quest to achieve objectives enshrined under Agenda 2063: the Africa We Want. They further reaffirmed the need to jointly work towards strengthening the Peace and Security architecture of the African Union. To this end, both sides expressed their commitment to coordinate with other African countries to unite Africa and speak with one voice in Global and Continental issues of related to African affairs particularly in Climate change, pandemics, terrorism and reform of the UNSC the international financial institutions. Both parties further underlined to continue the coordination between the Permanent Representatives of the two countries in international organizations.
  7. On the issue of the Nile, both parties underscore the need to promote win-win cooperation on the basis of the principle of equitable and reasonable utilization and mutual benefit for all countries of the Nile basin.

 

  1. The two parties reviewed the opportunities existing in trade, investment, tourism among other areas between their two countries that could be exploited for the socio-economic transformation of their respective citizens. They also reviewed the challenges that affect the bilateral trade and agreed to address these challenges through consultations with the responsible Ministries.
  2. The two parties agreed on the need to establish appropriate follow up mechanisms in relevant sectors to ensure the implementation of signed agreements and emphasized on the importance of conducting a regular consultation. They underscored the significance of the establishment of a technical committee on priority areas, to facilitating sectorial cooperation between the two countries.
  3. The two parties acknowledged the signing of 9 Memorandums of Understandings (MoUs), 2 Declaration of Intents, and 2 Executive programs as follows.

    9. EXECUTIVE PROGRAM IN THE FIELD OF CULTURE and Arts FOR THE YEARS 2025-2027

  4. The meeting was held in cordial atmosphere which reflects the excellent relations that exists between the two countries.
  5. The Algerian delegation expressed its gratitude to the Government and People of the Federal Democratic Republic of Ethiopia for the warm welcome and hospitality accorded to it, and expressed appreciation for the excellent preparations made for the meeting.
  6. The two parties expressed their satisfaction with the outcome of the meeting and decided to hold the sixth session of the Joint Ministerial Commission in 2027, inAlgeria, at a date to be agreed and communicated through diplomatic channels.
