Statement of the Ministry of Foreign Affairs - Somalia 19.03.2025

Algeria condemns in the strongest terms the resumption, by the Israeli occupation, of its despicable aggression against the brotherly Palestinian people in the strip of Gaza, in blatant violation of the ceasefire agreement signed last January and with complete disregard for international charters and norms.

At a time when the international community harbored the hope of consolidating the ceasefire in Gaza, alleviating the suffering of the Palestinian people and launching the efforts for rebuilding this Palestinian territory, &nbsp;the resumption of the aggression comes to shatter all these hopes and plunge the regions back into a cycle of bloodshed, famine and deprivation of the most basic needs for survival.

In the face of these serious developments, Algeria has called on the Security Council to assume the responsibilities incumbent upon it under the provisions of the United Nations Charter in order to ensure respect, by the occupying power, of the ceasefire agreement in its entirety and at all its stages.

Algeria has, moreover, reiterated its absolute solidarity with the Palestinian people as well as its unwavering support until the achievement of its national project and the establishment of its independent and sovereign State with Al-Quds as its capital.

The Secretary General of the Ministry of Foreign Affairs, National Community Abroad and African Affairs, Loun&egrave;s Magramane, received the Charg&eacute; d&#39;Affaires of France&rsquo;s Embassy in Algeria at the Ministry&#39;s headquarters on Monday.

This meeting follows the one granted to the Charg&eacute; d&#39;Affaires of the Algerian Embassy in France on March 14. On that occasion, the Algerian Charg&eacute; d&#39;Affaires was provided with a list of Algerian nationals subject to removal orders from French territory.

The Secretary General of the Ministry of Foreign Affairs handed the French Charg&eacute; d&#39;Affaires a note verbale containing the official response of the Algerian authorities.

In this response, Algeria reaffirms its categorical rejection of threats, attempts at intimidation, injunctions, ultimatums, and any coercive language. Furthermore, Algeria disapproves of France&rsquo;s selective approach to bilateral and international agreements between the two countries. It reaffirms that, as far as it is concerned, Algeria is guided solely by its duty to provide consular protection to its nationals.

The Algerian authorities rejected both the form and the substance of the French approach. Regarding form, Algeria argued that France cannot unilaterally, and at its sole discretion, decide to bypass the established channel for processing expulsion cases.

The French side was consequently invited to respect the established procedure in this matter by adhering to the usual channel&mdash;maintained between French prefectures and the competent Algerian consulates&mdash;and by preserving the customary case-by-case processing method.

On the substance, Algeria&rsquo;s response emphasized that the 1994 Memorandum of Understanding cannot be separated from the 1974 Convention on Consular Relations, which remains the primary framework for consular matters between the two countries. From this perspective, the implementation of one should not undermine the other, particularly when it comes to ensuring respect for the rights of individuals subject to removal measures.

For all these reasons, the Algerian authorities have decided not to act on the list submitted by the French authorities. The latter have been invited to follow the usual channel, specifically the one established between prefectures and consulates.

Statement of the Ministry of Foreign Affairs - France(04)- 17.03.2025

Algeria celebrated, on 07 March 2025, the 50th anniversary of establishing its diplomatic relations with Portugal and the 20th anniversary of signing the Good Neighborliness Treaty. On this occasion, Algeria highlighted the depth of the historical ties between the Algerian and Portuguese countries and peoples.

The celebration of these two key events comes at a time when bilateral relations are seeing notable development in various fields, especially in light of the recent visit of the President of the Republic, Abdelmadjid Tebboune, to the Portuguese Republic in May 2023, which yielded encouraging outcomes benefiting the two friendly Algerian and Portuguese peoples. This visit represents the culmination of a history of robust high-level exchanges between the two countries.

On this occasion, Algeria reiterated its commitment to continuing work with Portugal to raise bilateral cooperation and partnership to new heights, while also enhancing coordination and dialogue on regional and international matters of mutual concern, with a view to reinforcing respect for international legality, international law and the UN Charter, along with advancing global peace and security.

Ministry of Foreign Affairs Statement - Portugal 09.03.2025

The Secretary General of the Ministry of Foreign Affairs, Loun&egrave;s Magramane, received on Thursday at the ministry headquarters the French Ambassador to Algeria, St&eacute;phane Romatet. 
The purpose of this meeting was to call the French diplomat&#39;s attention to the gravity of the French-Moroccan military maneuvers project, &#39;CHERGUI 2025&#39;&mdash;a highly suggestive name&mdash; set to take place in Er-Rachidia next September, close to the Algerian border. 
The Secretary General said to his interlocutor that this exercise is perceived by the Algerian side as a provocative act against Algeria. 
He added that such an act would inevitably intensify the crisis currently marking Algerian-French relations and elevate tensions between the two countries to a more serious level. 
While asking the French Ambassador to obtain the necessary clarifications on this subject, the Secretary General invited him to convey, to his hierarchy, Algeria&#39;s stance as it was expressed to him.

Amid the escalation and rising tensions that the French side has imposed on the relationship between Algeria and France, Algeria has not taken the initiative to provoke any rupture and has left the French side to bear full and sole responsibility.

Algeria has adhered to calm, moderation, and restraint. In doing so, its sole aim was to exercise its rights and fulfill its duties toward its nationals living in France. French law, bilateral agreements, European law, and international law all stand on Algeria&rsquo;s side, particularly regarding the consular protection of its nationals.

The shortcomings observed in meeting national and international obligations are attributable to the French side, as evidenced by the abusive and arbitrary use of administrative deportation decisions against Algerian nationals, depriving them of the legal recourse guaranteed to them by French legislation itself.

For its part, Algeria is mindful of its international standing and remains committed to respecting the entirety of the legal framework governing movement between Algeria and France, without selectivity or distortion of its purposes, as jointly established by Algeria and France.

In this same spirit, Algeria categorically rejects ultimatums and threats. Likewise, it will enforce strict and immediate reciprocity to all restrictions imposed on movement between Algeria and France.

Finally, any challenge to the 1968 Agreement, which has in any case been stripped of all its substance, will be met by Algeria with an equivalent challenge to other agreements and protocols of the same nature, without prejudice to additional measures that its national interests might compel it to adopt.

In this way, the resentful and spiteful French extreme right will have won its bet. The Algeria-France relationship, that it has taken&nbsp;hostage, will have been twisted to serve cheap and disgraceful political maneuvers.

The French Minister of Europe and Foreign Affairs has announced measures restricting movement and access to the French territory taken against Algerian nationals holding special travel documents exempting them from visa formalities.

The Algerian Government expresses its surprise and dismay at this announcement of which it was not informed at all, as required by the provisions of Article 8 of the Algerian-French agreement on reciprocal visa exemption for holders of diplomatic or service passports, emphasizing that the Algerian authorities have no knowledge of such restrictive measures with the exception of two specific cases that occurred in the recent period.

Regarding the first case, after Algeria requested an explanation, French authorities expressed regret and described it as an unfortunate incident resulting from a breakdown in the chain of command.

As for the second case, which occurred recently, Algeria has submitted a similar request for explanations to French authorities.

The announcement of these measures, of which the Algerian state has not been informed, is part of the long list of provocations, intimidations, and threats directed against Algeria. These have no effect on our country, which will not yield to them. Any measure that infringes on its interests will be met with strict and immediate reciprocal measures.

Algeria has clearly become the stake in internal French political quarrels where all low political blows are allowed in the context of a competition, of which the extreme right is the instigator, the reference point, and the issuer of orders. This dynamic, which draws in its wake not only French political forces but also members of the French government, can have incalculable consequences on the Algerian-French relation in all its dimensions.

Ministry of Foreign Affairs Statement - Western Sahara 18/02/2025

Algeria commends the adoption by the 38th Ordinary Session of the Conference of Heads of State and Government of the African Union (AU) of the decision to classify slavery, deportation, and colonization as crimes against humanity and acts of genocide perpetrated against African peoples.

Algeria, which endured 132 years of a uniquely brutal colonial rule, strongly supports this decision, which represents a significant step in the pursuit of recognition, justice, and reparations for the crimes suffered by African peoples.

Furthermore, Algeria is honored to have been mandated by the African Summit, alongside South Africa, Togo, and Ghana, to ensure the implementation of this decision at the international level.

At the request of the Summit, Algeria will spare no effort to fulfill its mission with the dedication and commitment inspired by the sacrifices made by all African peoples for the liberation of their States and the restoration of their sovereignty and independence.
