Sanctions committees

1.         Al-Shabab (Somalia) Sanctions Committee

  • The Committee was initially established on April 24, 1992, pursuant to resolution 751 (1992) concerning Somalia, to monitor the implementation of the general and complete arms embargo imposed by Security Council resolution 733 (1992).

 

 

2.         ISIL (Islamic State in Iraq and the Levant - Da'esh) and Al-Qaeda Sanctions Committee

 

  • The Committee was initially created pursuant to resolution 1267 (1999), under which a limited air embargo and asset freeze were imposed on the Taliban. Over time, this sanctions regime evolved into a targeted asset freeze, travel ban and arms embargo imposed on individuals and entities designated by the Committee.

On December 17, 2015, the Security Council unanimously adopted resolution 2253 (2015), by which it decided to expand the listing criteria to include individuals and entities supporting the Islamic State of Iraq and the Levant (EIIL) and tasked the Follow up Team with reporting on the global threat posed by EIIL (also known as Daech), Al-Qaeda and associated individuals, groups, undertakings and entities.

 

3.         1518 Sanctions Committee (Iraq).

  • The Security Council Committee established on 24 November 2003 by resolution 1518 (2003), which will continue to identify, pursuant to paragraph 19 of resolution 1483 (2003), the persons and entities referred to in that paragraph, in particular by updating the list of persons and entities already identified by the Committee established pursuant to paragraph 6 of resolution 661 (1990), and which will report to the Security Council on its work.

 

 

4.         The Democratic Republic of Congo (DRC) Sanctions Committee

  • The Committee was initially established by resolution 1533 (2004) on March 12, 2004 to monitor the implementation of the arms embargo on all foreign and Congolese armed groups and militias operating in North and South Kivu and Ituri, as well as groups not party to the Global and All-Inclusive Agreement on the Transition in the Democratic Republic of Congo, as imposed by Security Council resolution 1493 (2003).

 

 

5.         The Sudan Sanctions Committee

 

  • This Security Council Committee has been established by resolution 1591 (2005) concerning Sudan to monitor the implementation of sanctions measures imposed by the Security Council concerning the arms embargo, the travel ban and the freezing of assets of listed individuals.

 

 

6.         The 1636 Sanctions Committee

  • The purpose of this Security Council Committee established by resolution 1636 (2005) is to register individuals designated by the International Independent Investigation Commission or the Government of Lebanon as suspects in the February 14, 2005, terrorist bombing in Beirut, Lebanon, that killed former Lebanese Prime Minister Rafiq Hariri and 22 others.

 

7.     The 1718 Sanctions Committee (DPRK)

- This Security Council Committee established by resolution 1718 (2006) monitors the implementation of sanctions measures imposed by the Security Council. The Committee targets individuals or entities participating in/or providing support for programs prohibited to the Democratic People's Republic of Korea, or individuals or entities acting on their behalf or at their direction, including family members of such individuals, as well as individuals and entities that have provided assistance in circumventing sanctions or in violating the provisions of these resolutions.

 

8.         Sanctions Committee1970 concerning Libya

The Committee was established on February 26, 2011 pursuant to resolution 1970 (2011) to monitor the implementation of the relevant sanctions (arms embargo, assets freeze, travel ban) and to carry out the tasks defined by the Security Council in paragraph 24 of that resolution. The Committee's mandate was subsequently broadened by resolution 1973 (2011) of March 17, 2011 to also apply to the measures decided in that resolution (flight ban on Libyan aircraft, authorization to use all measures appropriate to the circumstances to carry out inspections). The ban on flights by Libyan aircraft and the authorization of all measures necessary to carry out inspections to ensure compliance with the arms embargo were repealed by resolution 2009 (2011) of September 16, 2011 and resolution 2040 (2012) of March 12, 2012, respectively. On March 19, 2014, the Committee's mandate was extended to the measures decided in resolution 2146 (2014), concerning attempts to illegally export crude oil from Libya. The scope of the measures enacted in resolution 2146 (2014) was subsequently extended to petroleum, including crude oil and refined petroleum products, by resolution 2362 (2017) of June 29, 2017.

 

9.         Sanctions Committee 1988

On June 17, 2011, the Security Council unanimously adopted resolutions 1988 (2011) and 1989 (2011), by which it decided that the list of persons and entities subject to sanctions, originally imposed by resolution 1267 (1999), would be split in two.

 

10.       Sanctions Committee 2048 concerning Guinea-Bissau

  • The Security Council Committee established by resolution 2048 (2012) concerning Guinea-Bissau monitors the implementation of the sanctions measures imposed by the Security Council.

11.       Sanctions Committee 2127 concerning the Central African Republic

  • The Security Council Committee established on December 5, 2013 by resolution 2127 (2013) concerning the Central African Republic to monitor the implementation of sanctions (arms embargo) and to carry out the tasks set out by the Council in paragraph 57 of the said resolution. The Council also imposed a travel ban and an assets freeze in paragraphs 30 and 32, respectively, of its resolution 2134 (2014).

 

 

12.       Sanctions Committee2140 concerning Yemen

 

  • Established by resolution 2140 (2014), this Committee is responsible for monitoring the implementation of the sanctions measures imposed by the Security Council on Yemen, including the targeted arms embargo, the travel ban as well as the assets freeze. The Committee's mandate was expanded under paragraph 20 of resolution 2216 (2015).

 

 

13.       Sanctions Committee 2206 concerning South Sudan

  • The Security Council Committee established by resolution 2206 (2015) is responsible for monitoring the implementation of sanctions measures imposed by the Security Council, including the targeted arms embargo, the travel ban and the assets freeze.

 

 

14.       Sanctions Committee 2653 concerning Haiti

- The Security Council Committee established by resolution 2653 (2022) is responsible for monitoring the implementation of sanctions measures imposed by the Security Council, including targeted arms embargoes, travel bans and asset freezes.
