The Algerian Government has been following with great astonishment the recent developments in French communication regarding the visa issue in general and the exemption of diplomatic and service passports from this procedure in particular.

Indeed, the Algerian Government has noticed that French communication on this issue now seems to follow a strange and questionable practice of deliberately leaking information to carefully selected media outlets by the services of the French Ministry of Interior and the General Directorate of the French Police.

French decisions are now being announced through this unconventional channel, showing complete disregard for established diplomatic practices and entirely violating the provisions of the 2013 Algerian-French Agreement that establishes visa exemptions for diplomatic and service passport holders. In fact, to date, and in clear violation of Article 8 of this Agreement, Algeria has received no official French notification through the only legitimate channel for state relations&mdash;the diplomatic channel.

The Charg&eacute; d&#39;affaires of the French Embassy in Algiers, who has been summoned four times to the Ministry of Foreign Affairs on this matter, has claimed that he has received no instructions from the French Foreign Ministry. Similarly, to date, he has been unable to respond to Algeria&rsquo;s formal requests for clarification on this matter.

The Algerian Government wishes to formally note that France bears full and complete responsibility for the initial violations of the 2013 Agreement on visa exemptions for diplomatic and service passport holders. As soon as they occurred, these violations were addressed in an official statement from the Algerian authorities deploring them and holding the French party to account for its responsibilities in this matter.

Building on this reminder, the Algerian Government rejects, as fundamentally inaccurate and untrue, the French allegation that Algeria was the first to breach its obligations under the 2013 Agreement.

Beyond these necessary clarifications, the Algerian Government &ldquo;takes this opportunity to point out that regarding visa exemptions for diplomatic and service passport holders, Algeria has never been the requesting party. When visas were introduced in 1986 for nationals of both countries, France initiated the proposal to exempt diplomatic passport holders from this requirement. Algeria had then opposed it with a frank and unequivocal refusal.

Much later, during the 1990s, the French party renewed this same proposal three times, each time meeting with the same systematic refusal.

It was only in 2007, when the French party again pressed on this same subject, that the Algerian party finally agreed to conclude a bilateral agreement on visa exemptions for diplomatic passport holders.

And it was still at France&rsquo;s initiative that a new Agreement, concluded in 2013, extended the exemption to service passport holders and abrogated the limited 2007 Agreement.

In total, it appears in practice that the French Government is leaning towards freezing or suspending the 2013 Agreement, while carefully avoiding assuming the responsibilities and consequences, in disregard of the relevant provisions of said Agreement.

Today, as in the past, Algeria has no particular interest in, nor any significant attachment to, this Agreement. It duly takes note of what appears to be a de facto suspension of the 2013 Agreement without France&rsquo;s respect for the required procedures. It draws all the consequences and will respond with a strict application of reciprocity to the exact measure of the French party&rsquo;s failure to honor its obligations and commitments.

As part of his participation in the inaugural Mass of the pontificate of Pope Leo XIV which will take place this Sunday, 18 May 2025, Rachid Bladehane, in his capacity as Ambassador of Algeria to the Holy See, took part on Friday in the ceremony gathering Ambassadors accredited to the Vatican.

Ambassador Bladehane seized the opportunity of this reception to reiterate to Pope Leo XIV the warm congratulations of His Excellency, the President of the Republic, Abdelmadjid Tebboune, following his election as pope of the Catholic Church and Head of State of the Vatican.

On this occasion, he also affirmed that President Tebboune established the threefold principles of peace, justice and truth as the cornerstone of his policy at the national, regional and international levels.

Algeria is closely monitoring with deep concern the resumption of armed clashes among Libyans in Tripoli, which have resulted in loss of life and the depletion of this brotherly nation&rsquo;s resources.

In light of this serious escalation, Algeria urges all Libyan parties to engage in dialogue as the sole means to resolve disputes, demonstrate a strong sense of national responsibility, and prioritize Libya&rsquo;s supreme interests above short-term or narrow considerations.

Official Visit of Hon. Mr. Samuel Okudzeto Ablakwa, Minister for Foreign Affairs of the Republic of Ghana, to the People&#39;s Democratic Republic of Algeria

1. At the invitation of H.E. Mr. Ahmed Attaf, Minister of State, Minister of Foreign Affairs, National Community Abroad and African Affairs of the People&#39;s Democratic Republic of Algeria, Hon. Mr. Samuel Okudzeto Ablakwa, Minister for Foreign Affairs of the Republic of Ghana, paid an official visit to Algeria from 29 to 30 April 2025.

2. The visit underscored the shared commitment of Algeria and Ghana to strengthen their long-standing partnership and enhance cooperation in priority sectors.

3. Hon. Minister Ablakwa was received by H.E. President Abdelmadjid Tebboune, to whom he conveyed the greetings of H.E. John Dramani Mahama, President of the Republic of Ghana.

4. Bilateral discussions were held between the two Foreign Ministers, followed by an expanded working session. Exchanges addressed key bilateral and regional issues of mutual interest.

5. Both sides reaffirmed their determination to deepen bilateral cooperation and agreed on a roadmap of priority actions, including:

A. Increasing high-level political contacts through regular exchange of visits;

B. Holding the 4th session of the Permanent Joint Commission for Cooperation in Accra before the end of 2025, to identify and implement cooperation projects in areas such as higher education and vocational training, justice, transport, agriculture, health, the pharmaceutical industry, agro-industry, and building materials;

C. Establishing a mechanism for political consultations through the signing of a Memorandum of Understanding;

D. Updating and finalizing draft agreements under negotiation and proposing new legal instruments to strengthen the cooperation framework.

6. The two Ministers signed an agreement on mutual visa exemption for holders of diplomatic and service passports and discussed the possibility of extending this arrangement to ordinary passport holders.

7. Minister Ablakwa congratulated Algeria on its

selection to host the Intra-African Trade Fair (IATF), scheduled for 4&ndash;10 September 2025, recognizing its relevance as a platform for advancing the objectives of the African Continental Free Trade Area (AfCFTA) and boosting intra-African economic integration. Both sides reiterated the importance of AfCFTA as a key driver of Africa&rsquo;s structural transformation. Algeria acknowledged Ghana&rsquo;s central role as host of the AfCFTA Secretariat.

8. The Ministers reaffirmed their commitment to multilateralism and to the principles enshrined in the UN Charter and the AU Constitutive Act. They stressed the need for coordinated African responses to regional and global challenges.

9. Both sides emphasized the principle of African solutions to African problems, and underscored the need to prioritize dialogue, reconciliation, and negotiated settlements in addressing conflicts on the continent.

10. On the Sahel region, both Ministers expressed deep concern over the ongoing security and humanitarian crises. They agreed that a solelymilitary approach cannot resolve the complex challenges facing the region. Instead, they advocated for a comprehensive strategy that addresses the root causes through increased investment in development, education, infrastructure, and the creation of economic opportunities for youth.

11. The Ministers reviewed joint efforts to counter terrorism and transnational crime and agreed to reinforce cooperation in combating violent extremism, radicalization, drug trafficking, and arms smuggling.

12. On the question of Western Sahara, both parties reaffirmed the necessity of a political solution based on relevant UN Security Council resolutions and the principles of the UN Charter and AU Constitutive Act, ensuring the Sahrawi people&#39;s right to self- determination.

13. Regarding the situation in the Middle East, the Ministers expressed deep concern over the ongoing hostilities in Gaza. They reiterated their firm support for a Two-State solution that will guarantee the Palestinian people their legitimate right to an independent and sovereign state.

14. The Ministers also reaffirmed the need for a comprehensive reform of the United Nations system, particularly the Security Council, in line with the Ezulwini Consensus and Sirte Declaration, to ensure equitable representation of African countries in global governance.

15. The Ministers welcomed the outcomes of the visit, which reflect the strength of Algeria- Ghana relationships and their shared commitment to deepen cooperation in all sectors.

16. Hon. Mr. Samuel Okudzeto Ablakwa expressed his appreciation to the Algerian authorities for the warm welcome and the excellent arrangements made for his visit.

17. Hon. Mr. Ablakwa extended an invitation to H.E. Mr. Attaf to undertake a reciprocal visit to the Republic of Ghana at a mutually agreed-upon date, through diplomatic channels.

	<li style="text-align:justify">The Fifth Session of the Ethiopia-Algeria Joint Ministerial Commission was held on 12th and 13th of April in Addis Ababa, Ethiopia. The Ministerial meeting was preceded by Senior Government officials&rsquo; and experts&rsquo;meeting convened on the 12 and 13th of April 2024.</li>

In this regard, the two parties welcomed and commended the visit of a high-level Algerian delegation led by H.E. Mohamed Arkab, Minister of State, Minister of Energy, Mines, and Renewable Energies to Ethiopia on 24-25 March 2025 and acknowledged the importance of such visits in enhancing economic relations. They welcomed the declaration of intent that followed this high-level visit and decided to translate this into a legal framework to guide business ties in the sectors identified. They encouraged other sector ministries to conduct reciprocal similar visits in order to improve the current economic relations between the two countries.</li>
	<li style="text-align:justify">In this regard, the two parties welcomed the bilateral discussions held in 2024 and 2025 on various sectors to advance the strategic partisanship between the two countries.</li>

	<li style="text-align:justify">The Algerian side congratulated Ethiopia for successfully hosting the 46th Executive Council and the 38th AU Assembly from 12 to 16 February 2026, which saw the election of the new leadership of the African Union Commission. In this regard, the Ethiopian side congratulated Algeria for the election of the Ambassador Selma Malika Haddadi, as the new Deputy Chairperson of the African Union Commission.</li>

	<li style="text-align:justify">The two parties led deliberations appraising the status of implementation of previous decisions and exploring new areas of cooperation. Commending the high-level political partnership between the two countries, the Ministers stressed the need to enhance business to business relations. Moreover, areas such as defense cooperation, cooperation on Artificial Intelligence and cooperation diasporas affairs were emphasized. In this connection, the Algerian side commended Ethiopia`s planned continental conference on the &ldquo;Development and Regulation of Artificial Intelligence in Africa&rdquo; scheduled for 17 May 2025. </li>

	<li style="text-align:justify">The Ethiopian side also extended its&nbsp;congratulations to Algeria for being selected to host the upcoming Intra-African Trade Fair (IATF), scheduled to take place from 4 to 10 september 2025. Ethiopia commends Algeria&rsquo;s commitment to advancing intra-African trade and regional integration through this important event, which is expected to serve as a vital platform for promoting economic cooperation and partnership across the continent.</li>
	<li style="text-align:justify">Both parties reaffirmed their mutual commitment to strengthening bilateral economic cooperation by leveraging the opportunities offered by the full implementation of the African Continental Free Trade Area (AfCFTA).</li>
	<li style="text-align:justify">The Ethiopian side congratulated Algeria on hosting the International Exhibition of Agriculture, Livestock, and Agribusiness in Africa (SIPSA), which will take place from 26 to 29 May 2025 in Algiers.</li>

	<li style="text-align:justify">The two parties exchanged views on current regional, continental and global issues of mutual interest. Accordingly, they emphasized the importance of enhancing partnership and coordination in countering terrorism, financing terrorism and illegal human trafficking.In this regard, both parties expressed their concerns about the ongoing conflicts and tensions in different parts of the continent.</li>
	<li style="text-align:justify">Both parties stressed their commitment for various United Nations Security Council and General Assembly resolutions to complete the decolonization process. </li>
	<li style="text-align:justify">Both countries reiterated their support and commitment for the implementation of all United Nations Security Council and General Assembly resolutions on the self-determination of the Sahrawi people and the status of Western Sahara;</li>
	<li style="text-align:justify">Both parties also underscored the need to strengthen cooperation in multilateral platforms. In this regard, at the continental level, both parties highlighted the need to reinvigorate Pan-Africanism considering the current continental challenges and enhance Africa`s visibility in global forums to ensure Africa secures its rightful place at the global stage.</li>
	<li style="text-align:justify">Both parties underlined the role of the current African non-permanent members states in United Nations Security Council (A3+) for the advancement of the African agenda and the protection of the Africa interests in this UN organ.</li>
	<li style="text-align:justify">Both sides further reaffirmed their support and commitment to the African Union&#39;s efforts in its quest to achieve objectives enshrined under Agenda 2063: the Africa We Want. They further reaffirmed the need to jointly work towards&nbsp;strengthening the Peace and Security architecture of the African Union. To this end, both sides expressed their commitment to coordinate with other African countries to unite Africa and speak with one voice in Global and Continental issues of related to African affairs particularly in Climate change, pandemics, terrorism and reform of the UNSC the international financial institutions. Both parties further underlined to continue the coordination between the Permanent Representatives of the two countries in international organizations.</li>
	<li style="text-align:justify">On the issue of the Nile, both parties underscore the need to promote win-win cooperation on the basis of the principle of equitable and reasonable utilization and mutual benefit for all countries of the Nile basin.</li>

	<li style="text-align:justify">The two parties reviewed the opportunities existing in trade, investment, tourism among other areas between their two countries that could be exploited for the socio-economic transformation of their respective citizens. 	<li style="text-align:justify">The two parties agreed on the need to establish appropriate follow up mechanisms in relevant sectors to ensure the implementation of signed agreements and emphasized on the importance of conducting a regular consultation. They underscored the significance of the establishment of a technical committee on priority areas, to facilitating sectorial cooperation between the two countries. </li>

Statement of the Fifth Algeria-Ethiopia Joint Ministerial Committee

Secretary-General of the Ministry of Foreign Affairs, Lounes Magramane, received on Saturday, &nbsp;at the ministry&rsquo;s headquarters, French Ambassador to Algeria, Stephane Romatet, to convey Algeria&rsquo;s strong protest following the decision of the French judicial authorities to place one of its consular agents currently serving on the French soil in pre-trial detention.

This meeting aimed to express Algeria&rsquo;s strong protest following the decision by the French judicial authorities to charge and place in pre-trial detention one of its active consular agents on French soil, in connection with the opening of a judicial investigation into an alleged abduction of the thug Amir Boukhors, also known as AmirDZ, in 2024.

Algeria firmly rejects, both in form and in substance, the grounds cited by the French anti-terrorism prosecutor to justify its decision to place its consular agent in pre-trial detention.

&ldquo;Algeria recalls that the consular agent was arrested in public street and placed in police custody without any diplomatic notification, in flagrant violation of the immunities and privileges attached to his functions at the Algerian Consulate in Creteil, as well as in disregard of established practice in such matters between Algeria and France,&rdquo; according to the same source.&nbsp;

Algeria particularly notes the weakness and inconsistency of the flimsy and fanciful argument presented by the French Ministry of the Interior&rsquo;s security services during the interrogations, which supports this unacceptable judicial witch-hunt solely on the basis that the consular agent&rsquo;s mobile phone allegedly pinged near the address of the individual Amir Boukhors.

Algeria calls for the immediate release of the consular agent held in pretrial detention and demands that the rights attached to his functions &mdash; under both international conventions and bilateral agreements &mdash; be scrupulously respected, to allow him to defend himself properly and under the most basic conditions.

This judicial shift, unprecedented in the annals of Algerian-French relations, is not coincidental and comes in a very specific context, aimed at derailing the process of reviving bilateral relations as agreed upon by the two Heads of State during their recent telephone conversation.

This unfortunate and ill-timed development proves that certain French parties do not share the same willingness to revitalize bilateral relations, and that the commitment on both sides does not reflect the good faith and sincerity necessary to create the conditions for a calm and normal resumption of bilateral ties.

We cannot help but be surprised by the cynical choice made by the saboteurs of bilateral normalization regarding the thug used as a lever for this new premeditated action. The clumsy eagerness to use this delinquent as a new emblem of the anti-Algerian rhetoric driving its instigators contrasts with the long-standing passivity in processing extradition requests issued by Algerian authorities against this subversive activist linked to terrorist organizations.

This unacceptable and indefensible new development will cause serious damage to Algerian-French relations and will not contribute to easing tensions. Algeria has no intention of letting this situation pass without consequences, and it will ensure the full and determined protection of its consular agent.

Algeria regrets United States&#39; confirmation of its position considering the autonomy plan within Moroccan sovereignty as the only solution to Western Sahara conflict.

Algeria has taken note of the Department of State&#39;s reaffirmation of the US position considering the autonomy plan within Moroccan sovereignty as the only solution to the conflict of Western Sahara.

Algeria regrets the confirmation of this position by a permanent member of the UN Security Council that is supposed to show respect for the international legality, and especially the Security Council resolutions.

Algeria reiterates that Western Sahara issue is basically a matter of unfinished decolonization process and the unfulfilled right to self-determination.

Western Sahara is a non-autonomous territory according to the UN Charter and the people of this territory have the right to self-determination as stipulated in Resolution 1514 (XV) of the UN General Assembly on the granting of independence to colonial countries and people.

Taking a stand outside this framework does not help in resolving this conflict, just as it, in no way, changes its fundamentals as recognised by the United Nations and its main agencies, including the General Assembly, the Security Council and the International Court of Justice.

The Algerian government took note, with utter dismay, of the statement released by the Malian transitional government, as well as the one issued by the College of Heads of State of the Confederation of Sahel States (AES).

In its statement, Mali&rsquo;s transitional government makes serious accusations against Algeria. Despite their gravity, these false allegations poorly mask an attempt to deflect attention from the obvious failure of what continues to be a coup-based project that has trapped Mali in a spiral of insecurity, instability, devastation and destitution.

Algeria firmly rejects this pattern of malevolent and systematically unfounded attitudes through which the coup leaders currently controlling Mali futilely attempt to scapegoat our country for the failures that the Malian people are suffering from most severely.

The failure of this unconstitutional clique is evident at every level &mdash; political, economic and security-related. The only achievements this clique can claim are the fulfillment of personal ambitions at Mali&rsquo;s expense, ensuring its own survival at the expense of Mali&rsquo;s protection, and plundering the meager resources of this brotherly country at the expense of its development.

The Malian government&rsquo;s desperate claims to link Algeria with terrorism are so absurd that they hardly merit attention or response. Indeed, Algeria&rsquo;s credibility, commitment and resolve in combating terrorism require neither justification nor proof. Instead, the foremost and undoubtedly most decisive threat facing Mali today stems from the putschists&rsquo; inability to conduct genuine and effective anti-terrorist fighting, to the point of entrusting its management to mercenaries from which Africa has suffered so much in its recent history.

The downing of a Malian drone by Algerian Territorial Air Defense forces was promptly addressed in an official statement from the Ministry of National Defense. The Algerian Government maintains the terms of this statement and would like to add the following:

First, all data pertaining to this incident are available in the database of the Algerian Ministry of National Defense, specifically the radar images that clearly establish the violation of Algeria&rsquo;s airspace.

Second, this is not the first instance of a Malian drone violating Algerian airspace, but actually the third such incident within just a few months. The previous two violations took place on August 27, 2024, and December 29, 2024, respectively. All data pertaining to these violations are available in the database of the Ministry of National Defense.

Third, with respect to the incident that took place during the night of March 31 to April 1, 2025, all data available in the database of the Algerian Ministry of National Defense, including radar images, establish that an airspace violation occurred at 12:08 AM, extending 1.6 km into Algerian territory. The drone first violated national airspace, then retreated, before returning on an offensive trajectory.

Fourth, the Malian drone&rsquo;s entry into Algerian airspace, its withdrawal and then its offensive return to the area resulted in it being categorized as a clear and direct hostile maneuver. Accordingly, the Command of the Air Defense Forces of Algeria ordered its destruction,&rdquo; the same source said.

&nbsp;The Algerian Government deeply regrets the ill-considered alignment of Niger and Burkina Faso with Mali&rsquo;s false claims.

It also regrets the outrageous and unjustified language used against Algeria, which it roundly condemns and categorically rejects.

The Algerian Government also regrets having to respond in kind and to proceed with recalling its ambassadors to Mali and Niger for consultation, and to defer the appointment of its new ambassador to Burkina Faso.
