Algeria was elected on the 6th june 2023, by the United Nations General Assembly in New York, as a permanent member of the UN Security Council for the period 2024-2025.

Algeria will start its term as a non-permanent member of the Security Council on 1 January 2024 and its membership will run until 31 December 2025.

The other newly-elected non-permanent members are Sierra Leone, South Korea, Guyana and Slovenia.

It is Algeria&#39;s fourth term as a non-permanent member of the UN Security Council, after those of 1968-1969, 1988-1989 and 2004-2005.

Algeria affirms that an immediate, unconditional and lasting ceasefire in Ghaza is a requirement of the entire international community

The Permanent Representative of Algeria to the United Nations, Ambassador Amar Bendjama, chaired, on Monday, the meeting of the United Nations General Assembly (UNGA) to discuss equitable representation on the Security Council as well as other issues related to the Council.

This activity is part of Algeria&#39;s election by acclamation last June as Vice-President of the 79th&nbsp;session of the UN General Assembly.

In his speech he made on behalf of Algeria, Ambassador Amar Bendjama reaffirmed our country&#39;s full support, in its capacity as a member of the G10, to the common African position, as&nbsp;set out by the Ezulwini Consensus and the Sirte Declaration.

He recalled that the Heads of State and Government had approved, through the adoption of the Pact for the Future last September, a fundamental criterion for the reform of the Security Council, namely the need to address, as a priority, the historical injustice inflicted on Africa and to treat the continent as a special case.

Bendjama stressed, in his speech, that the world has changed a lot since the creation of the Security Council in 1945, adding that the composition of the Council no longer reflects the reality of the current global system, and its legitimacy and effectiveness are increasingly being questioned, including the veto power held by the five permanent members.

Bendjama lamented the failure of the Council to fulfil its mandate, referring to the genocide suffered by the Palestinians for more than a year, and the intensification and expansion of aggression without that the Council being able to stop it.

As a member of this body, Algeria is closely witnessing the shortcomings of this system, particularly in terms of transparency and accountability, he said, noting that this system allows a small group of countries to dictate the Council&#39;s agenda and make decisions.

The lack of transparency during consultations and negotiations, particularly those led by mouthpieces, exacerbates ambiguity and exclusivity, he added.

&ldquo;The reform may not happen anytime soon, for reasons we all know. However, there must be a starting point,&rdquo; he emphasized, stressing the imperative to strengthen transparency and demand accountability within the Council without delay.

He also stressed the need to hold the&nbsp;mouthpieces&nbsp;accountable and to demand answers from them.

The reform of the Security Council will only confer more legitimacy on it, and will allow it to face the pressing security challenges of the 21st&nbsp;century while ensuring that the UN can continue to play its essential role as it did at its creation.

Algeria&rsquo;s permanent representative to the United Nations, Ambassador Amar Bendjama, called on Monday for an &quot;immediate&quot; and &quot;permanent&quot; ceasefire in Gaza and Lebanon.

&quot;We call on all members of the Security Council to impose an immediate and permanent ceasefire in Gaza and Lebanon, to work toward establishing an independent Palestinian state with Al-Quds Sharif as its capital, and to bring an end the Israeli occupation of all Arab lands,&quot; said Bendjama during an emergency Security Council meeting on the Middle East situation, held at the request of Algeria, China, and Russia.

Since the start of our term on the Security Council, we have warned about the risk of the Israeli aggression against Gaza spreading across the Middle East. Unfortunately, this risk has become a reality, said the diplomat.

&quot;Today, we face a regional conflict with serious and foreseeable, global consequences,&quot; said Bendjama.

Despite this, &quot;some council members are still reluctant to call this situation a threat to international peace and security,&quot; he added.

&ldquo;The Israeli attacks are an undeniable breach of international peace,&quot; said the diplomat, calling on the Security Council to take action to restore international peace and security.

&ldquo;Algeria condemns, in the strongest terms, the recent military attacks by the Israeli occupation forces perpetrated against the Islamic Republic of Iran,&rdquo; added Bendjama regarding the situation in Iran.

&quot;We stand in full solidarity with Iran, condemning these attacks as violations of its sovereignty and as a clear violation of the UN Charter and international law,&quot; he said.

&quot;The international community has a duty to curb Israeli occupation and stop its continued escalation, which has brought the Middle East into an endless cycle of instability,&quot; he stressed.

&quot;After Israeli airstrikes on Iranian diplomatic premises in Damascus last April, we emphasized that true peace requires adherence to UN principles and respect for international law by all,&quot; he also recalled.

&quot;Applying double standards in international law weakens our global legal order and weaken the credibility of this very council,&quot; said Bendjama.

In this regard, he said that &quot;international law must be respected without no exceptions,&quot; stressing that &quot;no one is above the law and that the Israeli occupying power must be held accountable for its actions.&quot;

Moreover, Bendjama said that &quot;the crises in the Middle East are interconnected and must be addressed together,&quot; noting that &quot;their root cause is very well known, it is the ongoing Israeli occupation of Arab lands.&rdquo;

He further said that &quot;recent events must not eclipse the central issue of aggression against the Palestinian people.&quot;

&quot;In the short term, an immediate ceasefire in Gaza and Lebanon is essential to end the violence, (and) in the long term, lasting peace requires that Palestinians enjoy their legitimate rights, and that the Israeli occupation of all Arab territories is put to an end,&rdquo; he insisted.&nbsp;&nbsp;

Algeria calls for "immediate," "permanent" ceasefire in Gaza and Lebanon

The A3+ Group on Monday, in New York, strongly condemned the spiral of violence against civilians in Sudan, shaken by an armed conflict, stressing the need for the warring parties to engage in a ceasefire.

In a statement, read on his behalf by Algeria&rsquo;s UN permanent representative, Ambassador Amar Bendjama, at a UN Security Council meeting on the situation in Sudan, the A3+ group said civilians were facing an unprecedented level of destruction and clashes in Sudan, strongly condemning the spiral of violence against civilians.

Deploring the absence of a peaceful settlement to the conflict in Sudan despite the UN Security Council&rsquo;s adoption of many documents and the series of initiatives launched in this regard, the A3+ Group said the recent attacks against Sudan&rsquo;s Gezira state was a &ldquo;blatant example of contempt for the Security Council and the international community.&rdquo;

After over 18 months of the conflict, the warring parties &ldquo;should show engagement for a ceasefire and embark on a significant political process,&rdquo; especially as the humanitarian situation is worsening, with the spread of diseases such as cholera and malaria, in addition to the impact of the latest flooding on more than 100,000 people, Bendjama said.

In this respect, the A3+ group welcomed the UN Secretary General&rsquo;s report in relation to the recommendations for the protection of civilians.

&nbsp;&nbsp;Madam President,

I have the honor to deliver this joint statement on behalf of the A3+, namely Guyana, Mozambique, Sierra Leone and my country, Algeria.

We wish to thank the Secretary General for his briefing, through which he rightly reaffirmed the gravity of the situation in Sudan.

We also appreciate his tireless efforts through his Personal Envoy to bring the parties to dialogue.

We welcome the participation of the Permanent Representative of Sudan to this meeting.

Madam President,

It is difficult to find the accurate words to describe the appalling situation in Sudan and to express our sentiment of inability to provide the Sudanese people with the right responses on the ground, whilst civilians continue to bear shocking patterns of the carnage in Sudan.

We therefore strongly condemn the continued violence committed against civilians.

Several products were adopted by this same Council to push for a peaceful solution. Unfortunately, they did not have the desired effect on the ground.

The renewed clashes in Khartoum and El Fasher, particularly the attacks launched by the RSF against this city, are a blatant example of the disregard demonstrated not only towards this Council, but also towards the international community.

More than 18 months afterthe conflict began, we are yet to see amodicum of demonstration of willingness from the parties to commit to a ceasefire and engage in a meaningful political process.

The humanitarian situation remains dire with several disease outbreaks, including Cholera and Malaria, in addition to the consequences of the recent floods on more than 100 thousand people.

The impact of this conflict is even more appalling on women, girls and children who are subjected to rape, abduction and mistreatment.

While we observe the WPS month under the able Swiss presidency, we wish to pay tribute to all the Sudanese women who are showing unprecedented levels of resilience and courage.This mustspur us to redouble our efforts to urgently relieve them of the abhorrent suffering they continue to endure.

Madam President,

Civilians in Sudan must be protected and each life lost is one too many.

We therefore welcome the report presented by the Secretary General on the recommendations for the protection of civilians.

In this regard, we wish to underline the following:

First, we have to identify the basis for a durable solution. Convincing the parties to commit to a ceasefire has to be our ultimate priority. This goal however, must allow for contribution fromall regional and international actors, driven by fairness, goodwill and international law.

Be it localor national, a ceasefire is imperative and we are convinced that wisdom and restraint still have a place in Sudan.

Acknowledging that the primary responsibility to protect civilians lies with the Government of Sudan and all the parties in conflict, our Council could contribute, in coordination with the relevant national stakeholders in Sudan, by providing the needed support to monitor any eventual ceasefire agreement and to ensure that commitments are honored and respected.

Second, any endeavor for the protection of civilians has to go in line with accountability mechanisms to end the impunity and to bring the perpetrators of atrocities,crimes and all types of violations to justice.

We reiterate, in this regard, our call for the public and firm condemnation of foreign interferences.

Third, the Sudanese parties will have to demonstrate a greater commitment to the respect of international humanitarian law and the principles of human rights. The announced unilateral commitments that have not been translated into concrete actions cannot be considered.

We seize this opportunity to strongly condemn the horrific violations perpetrated by the RSF last Friday in Al Sirehaالسريحةvillage, where at least 124 civilians were killed.

The images we have seen during the lasttwodays are just appalling and represent another example of the absence of any notion of respect of international law or a code of conduct in the modus operandi of the perpetrators.

We call on the parties to demonstrate some signs of responsibility by avoiding at least fighting in the residential areas to spare civilian and innocent lives.

Lastly, and by no means the least, coordination will have to be our key word in any endeavor for the protection of civilians in Sudan.

Coordination is necessary at the international and regional levels between the multiple mediation mechanisms, while preserving the central role of the UN and the AU, and building on the Jeddah process.

In this regard, we wish to express our support to the AU PSC Presidential ad hoc committee under the leadership of Uganda for the advancement of peace effort in Sudan.

Coordination is also important with the Sudanese Government to facilitate humanitarian access and sustain the measures taken in this regard.

At this juncture, we welcome the financial contributions made to support the humanitarian response plan and call for the continuation of such commendable efforts.

Bendjama : The Security Council must act to save what remains of its credibility

&nbsp;The Permanent Representative of Algeria to the United Nations (UN), Ambassador Amar Bendjama, called Tuesday, in New York, to back&nbsp; the &ldquo;historical&rdquo; draft resolution presented by the State of Palestine to the General Assembly (GA) to end the occupation and allow the Palestinian people to enjoy all their rights.

This statement was made during the participation of Ambassador Amar Bendjama in the meeting of the 10th&nbsp;extraordinary emergency session on Palestine, held on Tuesday and Wednesday, and which is expected to result in a vote on a resolution presented by Palestine, for the first time in the history of the UN, demanding the implementation of the advisory opinion of the International Court of Justice (ICJ) of July 19, 2024, according to which the presence of the Zionist entity in the occupied Palestinian territories is &ldquo;illegal and must end.&rdquo;

Bendjama emphasized the need for the &ldquo;full&rdquo; implementation of ICJ&rsquo;s advisory opinion, calling on all member countries to support the historical draft resolution presented by the State of Palestine to the UN General Assembly, which outlines a &ldquo;clear&rdquo; roadmap aimed at ending the occupation and allowing the Palestinian people to enjoy all their rights.

Highlighting the importance of multilateral action in preserving the rights of the Palestinian people and their just cause, Ambassador Bendjama lamented the limitations of its mechanisms, including the UN itself, due to the inability to allow Palestinians to enjoy all their inalienable rights.

&ldquo;Without international law and UN bodies, the Palestinian issue would have been forgotten in a world dominated by narrow interests, especially since multilateral action has shown its inability to enforce the resolutions of international law,&rdquo; he said.

Bendjama attributed &ldquo;this failure to the occupier that disregards international law due to a lack of accountability and sanctions and that acts above the law,&rdquo; condemning &ldquo;the Israeli occupier&rsquo;s ongoing massacres and arrests in Gaza and the West Bank, as well as the desecration of holy places in Al-Quds, the forced displacement of its inhabitants, and the blatant denial of the rights of the Palestinian people, in an attempt to undermine the establishment of their state.&rdquo;

Algeria&rsquo;s Permanent Representative to the UN said that &ldquo;ICJ&rsquo;s&nbsp; advisory opinion , which refutes the occupier&#39;s narrative and exposes the racial segregation policies it practices, reaffirmed once again, the illegality of the Israeli occupation of Palestinian territories and the necessity to put an end to it.&rdquo;

In this respect, Bendjama recalled the statement of the President of the Republic, Abdelmadjid Tebboune, who said: &ldquo;We, advocates of just peace, are faced with the responsibility of ending the historical injustice of the Palestinian people, and this will only be possible if the occupation is forced to comply with the resolutions of the international law.&rdquo;

&ldquo;We must act together to defend international law. We must remain united for peace,&quot; he concluded.

Algeria called on Monday for an urgent United Nations Security Council meeting to discuss recent developments in the West Bank and the Gaza Strip, in light of the Zionist occupation forces&rsquo; escalating raids in the West Bank, and the ongoing genocide against Gaza&rsquo;s populations, and this in coordination with the mission of the State of Palestine to the United Nations (New York).

Algeria calls for urgent Security Council meeting on Palestine

The members of the Security Councilexpressed concern at recent developments and tensions in Libya. Theycalled on Libyan actors and institutions to urgently refrain from any unilateral actions which increase tensions, undermine trust, and further entrench institutional divisions and discord amongst Libyans.

The members of the Security Council called on all Libyan political, economic, and security leaders and institutions to de-escalate tensions, refrain from use of force or threat of use of force or any economic measuresdesigned to exert pressure,and to reach a consensus-based solution to the current crisis regarding the Central Bank. They urged the Libyan parties to avoid any military actions that might jeopardise Libya&rsquo;s fragile stability and the security of civilians as well as the 2020 ceasefire agreement, underscoring the importance of accountability.

The members of the Security Council reminded all political leaders and institutions of their commitments and obligations in line with relevant Security Council resolutions, particularly Security Council resolution 2702 (2023), building on the Libyan Political Agreement and the Libyan Political Dialogue Forum (LPDF) Roadmap, and building on the updated electoral laws agreed by the 6+6 Committee.

They also called on all Libyan parties to engage fully, in good faith and without preconditions, and make the compromises necessary to progress the Libyan-led and Libyan-owned political process, facilitated by the United Nations, in line with Security Council resolution 2702 (2023).

The members of the Security Council expressed their full support for the United Nations Support Mission in Libya (UNSMIL)to continue to deliver its mandate, including the ongoing workto de-escalate tensions, preserve stability, and foster confidence among key stakeholders. The members of the Security Council emphasised their support and the need for the Secretary-General to appoint a new SRSG for Libya as soon as possible.

The members stressed the importance of ensuring the full, equal, effective, meaningful and safe participation of women, and inclusion of youth and civil society representatives, in all activities and decision-making relating to democratic transition.

The members of the Security Council reiterated their strong support to Libya&rsquo;s sovereignty, independence, territorial integrity and national unity.&nbsp;
