Joint communiqué between Algeria and Ghana:

Official Visit of Hon. Mr. Samuel Okudzeto Ablakwa, Minister for Foreign Affairs of the Republic of Ghana, to the People's Democratic Republic of Algeria

1. At the invitation of H.E. Mr. Ahmed Attaf, Minister of State, Minister of Foreign Affairs, National Community Abroad and African Affairs of the People's Democratic Republic of Algeria, Hon. Mr. Samuel Okudzeto Ablakwa, Minister for Foreign Affairs of the Republic of Ghana, paid an official visit to Algeria from 29 to 30 April 2025.

2. The visit underscored the shared commitment of Algeria and Ghana to strengthen their long-standing partnership and enhance cooperation in priority sectors.

3. Hon. Minister Ablakwa was received by H.E. President Abdelmadjid Tebboune, to whom he conveyed the greetings of H.E. John Dramani Mahama, President of the Republic of Ghana.

4. Bilateral discussions were held between the two Foreign Ministers, followed by an expanded working session. Exchanges addressed key bilateral and regional issues of mutual interest.

5. Both sides reaffirmed their determination to deepen bilateral cooperation and agreed on a roadmap of priority actions, including:

A. Increasing high-level political contacts through regular exchange of visits;

B. Holding the 4th session of the Permanent Joint Commission for Cooperation in Accra before the end of 2025, to identify and implement cooperation projects in areas such as higher education and vocational training, justice, transport, agriculture, health, the pharmaceutical industry, agro-industry, and building materials;

C. Establishing a mechanism for political consultations through the signing of a Memorandum of Understanding;

D. Updating and finalizing draft agreements under negotiation and proposing new legal instruments to strengthen the cooperation framework.

6. The two Ministers signed an agreement on mutual visa exemption for holders of diplomatic and service passports and discussed the possibility of extending this arrangement to ordinary passport holders.

7. Minister Ablakwa congratulated Algeria on its

selection to host the Intra-African Trade Fair (IATF), scheduled for 4–10 September 2025, recognizing its relevance as a platform for advancing the objectives of the African Continental Free Trade Area (AfCFTA) and boosting intra-African economic integration. Both sides reiterated the importance of AfCFTA as a key driver of Africa’s structural transformation. Algeria acknowledged Ghana’s central role as host of the AfCFTA Secretariat.

8. The Ministers reaffirmed their commitment to multilateralism and to the principles enshrined in the UN Charter and the AU Constitutive Act. They stressed the need for coordinated African responses to regional and global challenges.

9. Both sides emphasized the principle of African solutions to African problems, and underscored the need to prioritize dialogue, reconciliation, and negotiated settlements in addressing conflicts on the continent.

10. On the Sahel region, both Ministers expressed deep concern over the ongoing security and humanitarian crises. They agreed that a solelymilitary approach cannot resolve the complex challenges facing the region. Instead, they advocated for a comprehensive strategy that addresses the root causes through increased investment in development, education, infrastructure, and the creation of economic opportunities for youth.

11. The Ministers reviewed joint efforts to counter terrorism and transnational crime and agreed to reinforce cooperation in combating violent extremism, radicalization, drug trafficking, and arms smuggling.

12. On the question of Western Sahara, both parties reaffirmed the necessity of a political solution based on relevant UN Security Council resolutions and the principles of the UN Charter and AU Constitutive Act, ensuring the Sahrawi people's right to self- determination.

13. Regarding the situation in the Middle East, the Ministers expressed deep concern over the ongoing hostilities in Gaza. They reiterated their firm support for a Two-State solution that will guarantee the Palestinian people their legitimate right to an independent and sovereign state.

14. The Ministers also reaffirmed the need for a comprehensive reform of the United Nations system, particularly the Security Council, in line with the Ezulwini Consensus and Sirte Declaration, to ensure equitable representation of African countries in global governance.

15. The Ministers welcomed the outcomes of the visit, which reflect the strength of Algeria- Ghana relationships and their shared commitment to deepen cooperation in all sectors.

16. Hon. Mr. Samuel Okudzeto Ablakwa expressed his appreciation to the Algerian authorities for the warm welcome and the excellent arrangements made for his visit.

17. Hon. Mr. Ablakwa extended an invitation to H.E. Mr. Attaf to undertake a reciprocal visit to the Republic of Ghana at a mutually agreed-upon date, through diplomatic channels.
